Political analysts argue that the Upsurging People’s Force, escalating violence since Geneva is the latest paramilitary wing of the LTTE. It is the new militant force that shot its way into the headlines after Geneva 1 by targeting Sri Lankan Security forces and Tamil dissidents.
“It is an auxiliary force armed, trained, financed and directed by the LTTE to escalate violence targeting the Sri Lankan Security Forces and dissident Tamils,” said a leading social scientists who spoke to the Asian Tribune on condition of remaining anonymous. He added: “It is also the force instigating violence in Government-controlled areas to provoke ethnic violence against the Tamils to gain international sympathy at a time when the LTTE image has been tarnished beyond repair by respected and authoritative human rights organizations like Amnesty International and Human Rights Watch.”

This is not the right terminology. LTT likes using this term.
LTT itself is a paramilitary force. SLA/SLN/SLAF are the real military force in sri Lanka. STF is a parmalitary organizatuon attached to SL - police, I suppose.
RPF, UPF or whar ever are just LTT using a different name in order to circumvent the CFA. There is no CFA at present.
LTT does not have man power to confront SLA in a conventional war.
Because of that, they use Gurilla warfare to debilitate SLA/SLN and to paralyse the economy.
Only pathetic part is, once these RPF/UPF are killed they never become maaveerars, as they are just civilians.
This is good to fool the dispora and the international community. LTT media says that SLA killed civilians. But, they don't mention that civilians killed were from RPF/UPF and trained by LTT.
I suppose caders graduating from these RPF/UPF will be absorbed to trained LTT caders.

This is no surprise. There is no other organized group in the North and the East who could engage the Sri Lankan security forces other than the LTTE. You can call it in different names, but it still remains the LTTE. Where else otherwise these groups could get hold of Sophisticated Claymore mines? [i][b]Is it freely available in grocery stores in the un-cleared areas[/b][/i]?
Do normal civilians have the knowledge and the training to handle these remote controlled claymore mines to hit the precise targets with devastating effect?
When any other political or political-military group cannot work in the North East without the assistance of the Sri Lankan government or the LTTE? Can Mr. Dougles Dewananda go to Vavniya other than in an Armored Personnel Carrier? Can Mr. Sangaree go to Jaffna by bus? Are they not representatives of the Tamil community? Why have they being living under threat? Have they killed Tamil civilians? Or is it due to the fact that they do not agree with the concepts of the LTTE?
If the LTTE is so powerful in terrorizing anybody against what they think, how come there is a group operating in their areas attacking the Sri Lankan forces? Isn’t it the same as the LTTE? If not the LTTE could use it influence to stop these attacks and condemn these attacks. There is doing neither of these as it is the same as the LTTE who is doing it. There is no point arguing about it.

Who is this Upsurging People’s Force ?
LTT pays about 20 000 Rs / claymore blast of SLA. They don't care if civilians comes between, but they do the work for the payment.
Thing about the people are in poorness in North part of Srilanka and use this people with the money you (Tamils who livs in abroad) pay.
Thing again and don't pay more!
